Description:
Spencer P. Boyer is a Visiting Senior Fellow at the Center for Transatlantic Relations at the Paul H. Nitze School of Advanced International Studies (SAIS) at Johns Hopkins University and a Public Policy Scholar at the Woodrow Wilson International Center for Scholars. From August 2009  December 2011, he served in the Obama administration as a Deputy Assistant Secretary of State in the Bureau of European and Eurasian Affairs. Mr. Boyers work in the bureau focused on Western Europe, public diplomacy, and public affairs. Prior to joining the State Department, Mr. Boyer was the Director of International Law and Diplomacy in the National Security and International Policy Department of the Center for American Progress, a Washington-­based think tank. Mr. Boyer is a graduate of Wesleyan University and received his J.D. from New York University School of Law, where he specialized in public international law and the work of international organizations. {Will appear in FYI on Jan 31, 2013
